Notice is hereby given that the Council of Clearwater County will be conducting a public hearing prior to considering the granting of second and third readings to Bylaw No. 1144/23.  This bylaw is to redesignate the following lands:

  • ±20 acre of SW 22-41-06-W5M from Agriculture District “A” to Intensive Agriculture District “IA” to create one ±20 Acre parcel, to allow for theconstruction and operation of a fish farm.

A Public Hearing will be held on Tuesday, June 13, 2023, at 9:00 a.m. at Clearwater County Council Chambers at 4340 – 47 Ave, Rocky Mountain House.

The Hearing will be conducted under the Chairmanship of the Reeve or his designated person for the purpose of hearing options, comments, and objections to the proposal.

A Public Hearing will be held on Tuesday, September 13th, 2022 at 9:45 a.m. at Clearwater County Council Chambers.  Pending the results of the public hearing, the Bylaw may proceed to second and third readings to redesignate ±50.0 acres, located in the northwest corner of the quarter section, from the Agriculture “A” District to the Intensive Agriculture “IA” District.  The remaining ±103.64 acres of the quarter section would remain under the Agriculture “A” District.  Pending the outcome of the Land Use Amendment, the applicants will then proceed with the subdivision application process to create separate title to the ±50.0 acre Intensive Agriculture “IA” District parcel for the development and operation of a greenhouse and tree farm business.

On February 11, 2020, Clearwater County Council granted first reading to Bylaw 1083/20, the purpose of which is to repeal and replace Land Use Bylaw 714/01. This is being done to incorporate notes from Administration since 2011 including clarification of information, improved definitions and other grammatical and spelling errors within the document. This process will allow the new document to contain all previous amendments and the proposed amendments under one bylaw number for simplification.

BYLAW 1044/18

PROPOSED AMENDMENTS TO THE LAND USE BYLAW

REGARDING CANNABIS RETAIL SALES & CANNABIS PRODUCTION FACILITIES 

With the upcoming legalization of cannabis for recreational purposes ClearwaterCounty’s Planning Department has been researching land use regulations regarding the sale of cannabis. Clearwater County is proposing to amend the Land Use Bylaw to help guide administration and the Municipal Planning Commission in dealing with future development permit applications for cannabis retail sales. In addition, Bylaw 1044/18 would amend a portion of the Land Use Bylaw pertaining to Cannabis Production Facilities and their setbacks from existing developments.

On August 28th, 2018, Clearwater County Council granted first reading to Bylaw No. 1044/18, the purpose of which is to amend the Land Use Bylaw to allow for cannabis sales to be considered on commercially zoned lands within Clearwater County and to clarify the intent of Section 7.12 (2) & (3) in regard to setbacks for Cannabis Production Facilities from other developments.

A copy of the Bylaw describing the proposed amendments is attached.

Bylaw 1040/18
PROPOSED AMENDMENTS TO THE LAND USE BYLAW REGARDING MEDICAL MARIJUANA PRODUCTION FACILITIES

With the legalization of marijuana for medical purposes Clearwater County’s Planning Department has been researching land use regulations in regards to the production of medical marijuana. As a result of this research Clearwater County is proposing to amend the Land Use Bylaw to help guide administration and the Municipal Planning Commission on how to deal with future development permit applications for medical marijuana production facilities.

As a result, Clearwater County Council granted first reading to Bylaw No. 1040/18, the purpose of which is to amend the Land Use Bylaw to allow for medical marijuana production facilities to be considered on industrial zoned lands within Clearwater County.
A copy of the Bylaw describing the proposed amendments is attached.
Council will be considering the proposed amendments at a Public Hearing which has been scheduled for:

Notice is hereby given that the Council of Clearwater County will be conducting a public hearing prior to considering the granting of second and third readings to Bylaw No. 1035/18.  This bylaw is to redesignate approximately 19.06 acres within NE 29-35-05-W5 from Industrial District "I” to Agriculture District "A”.

A Public Hearing will be held on Tuesday, March 13, 2018, at 9:00 am at the Clearwater County Municipal Office Council Chambers.

Notice is hereby given that the Council of Clearwater County will be conducting a public hearing prior to considering the granting of second and third readings to Bylaw No. 1020/17. This bylaw is to allow and regulate the raising of up to six (6) Chickens on Country Residence "CR” properties along with Hamlet Residential "HR” properties in Clearwater County. This bylaw will affect all Country Residence "CR” properties located within Multi Lot Residential Subdivisions while excluding Multi Lot Residential Subdivisions with restrictive covenants that do not allow for the raising of foul or livestock as well as Multi Lot Residential Subdivisions located west of Range 9. This bylaw will also affect all Hamlet Residential "HR” properties located in the Hamlets of Alhambra, Condor, Leslieville & Withrow.

Clearwater-North Rocky Major Area Structure Plan
Open House & Meeting 
February 16, 2017
 
Clearwater County would like to invite members of the public to attend an open house & meeting on February 16 regarding the forthcoming Clearwater-North Rocky major area structure plan.  
 
BPS Consulting Ltd. has been contracted by Clearwater County to prepare an area structure plan covering eleven quarter sections north of the Town of Rocky Mountain House and adjacent to the Rocky Mountain House Airport.  Background information and possible future planning directions will be presented at the meeting. When completed, this area structure plan will guide future commercial, industrial and community services land uses, which are to be serviced with community water and wastewater services through a joint servicing agreement with the Town. The area will become a future employment hub, while recognizing that corresponding residential development will take place within the town. The plan will also identify features considered important for conservation.
 
This open house and meeting will provide opportunities for you to input your ideas and concerns with members of the planning team, and for you to ask questions regarding future planning directions. The public open house and meeting will be held as follows:
February 16
Open house: 6:30 – 7:30 p.m.
Meeting: 7:30 – 8:30 p.m.
