Clearwater County has initiated the preparation of an Area Structure Plan (ASP) for the Hamlet of Caroline, following the recent Amalgamation on January 1, 2025, within Clearwater County, Alberta.
At the Regular Council Meeting on June 10, 2025, Council directed Administration to proceed with the creation of an ASP for the Hamlet of Caroline using internal resources, including an open house and community involvement in the process.
Currently, there is no ASP in place for Caroline. The purpose of the ASP is to ensure sustainable and orderly future growth and development in the area and support the County’s vision for future growth. The development of the ASP is to provide the community an opportunity to contribute towards the creation of a local vision for the Hamlet.
Plan Area
The Hamlet of Caroline is located 30 minutes southeast of the Town of Rocky Mountain House and can be accessed via Highway 22, Highway 54 and Range Road 6-1 (Caroline North and South Road). The Hamlet of Caroline is home to approximately 516 residents with a variety of land uses.

Phase 1 – Project Initiation
- Initiate the ASP process
- Draft and approve the Public Participation / Engagement Plan (We are Here)
- Establish overall project timeline and expectations
Phase 2 – Background Research and Analysis
- Introduce the ASP process to the community
- Conduct background research and field work to identify existing land uses
- Kickoff event (January 2026) and community survey to gather input on how residents envision the community’s future
- Begin developing the land use concept based on research and input
- Provide regular County website updates to share progress
Phase 3 – Preparation of the ASP
- Prepare the Draft Area Structure Plan document
- Advertise and host an open house (in-person within the hamlet and a virtual option) to present the draft (Spring 2026)
- Gather and review public feedback on the concept and draft document
- Prepare a What We Heard Report (WWHR) summarizing community input
- Continue County website updates throughout the process
Phase 4 – Finalization
- Revise and finalize the ASP based on feedback received
- Council presentation and Public Hearing to review the final plan
- Formal adoption of the ASP by Council (June 2026)
- Post final updates and adopted document on the County website
