Area Structure Plans (ASPs) are statutory documents adopted by Clearwater County Council as bylaws. They provide detailed policies to guide growth and future land use in specific areas of the County.
The hamlets of Condor, Leslieville, and Nordegg (and soon to be Caroline) are identified as Growth Hamlets, capable of supporting development within their current boundaries, as well as compatible residential and other forms of development in surrounding areas.
ASPs focus on defined parts of the County, establishing a framework for future subdivision and development. They identify which land uses may be considered for specific parcels (subject to rezoning under the County’s Land Use Bylaw) and outline required studies and development standards.
Additional areas identified for potential growth include several Development Nodes located along the David Thompson Corridor, west of Rocky Mountain House (also known as the Highway 11 corridor). These nodes include Bighorn Canyon, Historic Town Site for the Hamlet of Nordegg, Saunders/Alexo, Shunda/Goldeye and White Goat Lakes. Learn more about Development Nodes here.
Development Nodes: Public Engagement Round 2
ASPs for the Saunders-Alexo and Whitegoat Lakes Development Nodes were adopted in 2025, following a public engagement process. These ASPs were created at the direction of the province to accommodate additional tourism and recreation opportunities. They balance development with the need to conserve the natural landscapes of the nodes. Now, Clearwater County Council is revisiting these ASPs and seeking further public engagement.

Development Nodes: What We Heard Report (WWHR) April 2026
This What We Heard Report (WWHR) summarizes the round 2 of public engagement session from the above listed dates.
This report summarizes the public input received during the engagement process for the Saunders-Alexo and Whitegoat Lakes Development Nodes ASPs, as guided by the Public Participation Plan approved by Clearwater County Council on March 11, 2026.
The ASPs were originally adopted by Council in 2025 at the direction of the Government of Alberta to support balanced tourism and recreation opportunities while conserving the area's natural landscapes. Council is now reviewing the plans to determine whether to repeal them, make changes, or retain them as adopted, ensuring they continue to reflect community values and priorities.
Engagement activities included in-person information sessions at the above listed locations, and an online/paper survey available until April 17, 2026. The survey, which forms the basis of this detailed analysis, received 731 responses. This report captures the key themes, quantitative results, and verbatim comments from participants to inform Council's decision-making process.

ASP Process
Clearwater County selected Invistec Consulting Ltd. to develop ASPs for the Hamlets of Leslieville and Condor.
The process included community consultation sessions, public open houses, survey, notices, web materials, social media and mailouts.
To guide this process, Council approved public engagement and Terms of Reference for the Steering Committee.
