Throughout February and March 2023, Clearwater County and the Village of Caroline Councils held a series of five engagement evenings in support of the two municipalities’ Amalgamation Study. Four of the evenings were held in person, with the fifth being held virtually.

Each of the engagement sessions had the same agenda, with a facilitator introducing the topic of amalgamation and illustrating how the concept fits historically, in the present day, and potentially into the future for the Clearwater-Caroline region. 

Each of the in-person sessions hosted between 20 and 60 participants, with the virtual session seeing just under 20 registrants. Among those numbers of attendees were elected officials from both municipalities who were represented at every session, as well as some individuals who represented specific groups that were at each of the sessions as well. Each session was introduced by elected officials, who provided context for the event before it proceeded. 

To distribute the listening effort, the four sessions were held throughout Clearwater County and in the Village of Caroline. The virtual session was designed to engage with those people who preferred an online experience or for whom attendance at an in person even was not practical. 

The five sessions were held as follows: 

  1. February 27, 2023 -  Leslieville Community Centre 
  2. March 1, 2023 - Butte Hall 
  3. March 6, 2023 - Crammond Community Hall 
  4. March 13, 2023 - Caroline Community Hub 
  5. March 23, 2023 - Virtual session online through ZOOM Meetings (watch the recording here)

The Amalgamation Committee is committed to keeping everyone up to date on the amalgamation process and negotiations. 

To date, the Amalgamation Committee has proposed recommendations for 24 mandatory items and will reconsider three. On these three items we want to hear from you:

  • number of elected officials for an interim council.
  • the number of electoral wards/divisions.
  • how the new municipality will be represented.

All public input for these items will be collected and represented in a ‘What We Heard Report’. The Amalgamation Committee will review the Report and consider the feedback prior to finalizing these three recommendations.
